NFA

The National Futures Association (NFA) was authorized by Congress in 1974 and designated by the CFTC (Commodity Futures Trading Commission) in 1982 as a "registered futures association," NFA is the industrywide self-regulatory organization of the futures industry.  The CFTC creates rules for commodity brokers, and other industry participants, but it is the NFA that enforces futures market regulations.
